Richard von Kolen, J.D.

Founder & Principal

Richard von Kolen has spent more than 21 years in California public higher education human resources, with senior roles across all three systems — the University of California, the California State University, and the California Community Colleges. He most recently served as Associate Vice President of Human Resources for Long Beach Community College District, and before that as Director of Employee & Labor Relations for the Los Angeles Community College District, the largest community college district in the nation.

His career includes negotiating nine collective bargaining agreements and numerous MOUs, resolving more than 100 grievances, authoring dozens of board policies and administrative procedures, and leading HR technology implementations. Most recently, he has built AI tools designed specifically for the community college HR environment and trained HR and classified staff in AI prompting, custom GPT creation, and workflow redesign — the practice that led him to found Gable Tucker.
